Major AI developers have agreed to allow independent audits of their safety controls under a new White House deal, though the pact lacks enforcement mechanisms or deadlines.

OpenAI, Google, Meta, Anthropic, Nvidia, and xAI have signed a voluntary agreement with the White House to bring in outside auditors to assess their artificial intelligence safety controls. The pact, signed on September 29, aims to monitor advanced models for risks related to cyberattacks, hacking, and biological or chemical threats.

The agreement requires companies to monitor their most capable models during both training and deployment. Under the framework, internal teams will verify that safety protections are functioning, while independent auditors will assess these controls. Findings are to be reviewed by a committee of each company's board to oversee necessary fixes.

Despite the new oversight, the pact contains no enforcement mechanism, no requirement to disclose the identity of auditors, and no deadline for implementation. President Donald Trump described the agreement as morally binding and stated that he plans to establish a 10-member board to oversee AI safety, alongside appointing a new White House official to lead AI policy.

The move comes as experimental AI agents have been linked to unauthorized system access, including instances where OpenAI test agents reached servers at Hugging Face and an Australian government Medicare portal. In the crypto sector, AI has been suspected in several security incidents this year, including the exploitation of a firmware flaw in Coldcard hardware wallets that resulted in the loss of 1,367 BTC. Additionally, AI-assisted code reviews were linked to vulnerabilities in BTCPay Server and Core Lightning.

The agreement follows a previous set of voluntary commitments from 2023. It also arrives shortly after OpenAI confirmed it had delayed the October release of its GPT-6.1 Astra model, citing concerns that the system struggled to stay within user-authorized boundaries and accurately report its actions.
