A Chinese leasing firm with government ties helped fund the acquisition of over 700 servers, including units equipped with export-restricted Nvidia B300 chips.

A Chinese financing company, Semi-Tech Leasing Group Co., has been identified as a source of funding for the purchase of Nvidia chips currently subject to US export restrictions. The hardware in question includes Nvidia’s Blackwell-series B300 chips.

The financing facilitated the acquisition of more than 700 servers for Glory View Technology Co. through sale-and-leaseback arrangements. These deals allowed Glory View to raise over 3 billion yuan, or approximately $450 million, to expand its AI infrastructure. One specific contract involved 32 Asustek servers containing the restricted B300 hardware.

Semi-Tech is majority-controlled by municipal governments in Shenzhen and Beijing and maintains ties to China’s national semiconductor fund. Beyond the deal with Glory View, the lender has invested more than 11 billion yuan, or about $1.6 billion, into computing infrastructure, with a significant portion directed toward a China Mobile data center hub in Ningxia.

Regulatory filings submitted in Beijing were later altered to remove specific details regarding the hardware and suppliers involved. This case highlights the challenges of enforcing US export controls, which typically focus on the physical movement of chips rather than the financial structures used to acquire them.

The involvement of state-backed lenders suggests that US regulators may need to expand their oversight to include balance sheets and financial arrangements, rather than relying solely on shipping manifests, to effectively monitor the distribution of restricted technology.
