House Committees Advance American Reserve Modernization and Digital Asset Tax Bills

Two significant pieces of crypto legislation have cleared House committees, moving toward a full floor vote as Congress continues its push for regulatory clarity.

Two major pieces of crypto legislation, the American Reserve Modernization Act of 2026 and the Digital Asset Tax Certainty Act, have successfully cleared House committees. Both bills are now set to advance toward a full House vote, with the potential to move to the Senate if they receive approval.

The advancement of these bills signals continued legislative momentum in the United States, even as the CLARITY Act remains stalled. Simultaneously, the SEC and CFTC are continuing to develop crypto rules under existing legal frameworks.

The American Reserve Modernization Act of 2026 aims to establish an official US Strategic Bitcoin Reserve. Under the proposed legislation, the government would generally be required to hold its Bitcoin for a minimum of 20 years. The bill also mandates that federal agencies report their crypto holdings, while requiring the Treasury to publish regular audits and reports.

The legislation includes provisions that could allow the government to sell other crypto assets to either reduce debt or acquire more Bitcoin. Furthermore, the bill directs the government to study methods for acquiring additional Bitcoin without resorting to borrowing or tax increases. It also explicitly protects the rights of individuals to buy, hold, transfer, and self-custody Bitcoin.

With the US government currently holding approximately 328,000 Bitcoin, this bill could effectively lock up those assets for an extended period while creating a mechanism for further accumulation. The potential impact on adoption remains a key focus for market observers.

The Digital Asset Tax Certainty Act seeks to provide clearer tax guidelines for the industry. Key provisions include tax relief for crypto fees under $10 and updated rules regarding income generated from mining and staking activities.

The bill also addresses tax treatment for stablecoins and extends wash-sale rules to include crypto assets. Additionally, it proposes that crypto lending be treated similarly to traditional securities lending and introduces changes to broker reporting requirements.

While these bills represent a significant step forward, their ultimate impact depends on the outcome of the upcoming House and Senate votes. It remains to be seen how these rules will interact with the ongoing regulatory efforts by the SEC and CFTC.
